You're very sweet to take so much care with this. First of all, for her father, maybe to acknowlegde their relationship, get a gift they can use together, games to bring to his house, a gift card to something they like to do together whether it's movies, Chuck E Cheese, or skiing. For your stepdaughter, a nice dance bag would be thoughtful, or tickets to a musical if you live in a town that puts them on. Of course, an mp3 player is sure to make a hit, if she doesn't already have one. She's nine and must be starting to love clothes (my daughter already does at 5!) so give her a "coupon" for a small shopping spree, you decide the limit! Good luck and have a great holiday!

For the girl, she'll probably want an iPod, if she doesn't have one. Some of the older ones aren't that expensive now. If she already has one, try getting her accessories to go with it. I've seen a cute flower speaker system that changes colors with the music and a dog speaker system that moves his head with the music. Or a new case to carry it in. New dance clothes/shoes would also be appropriate, but you'll probably need her mom to give style and size ideas.
As for the father, since you don't know him a gift is not necessary. (And it might make him uncomfortable, depending on how bad the divorce was.) A card would be appropriate if the divorce was particularly nice on both sides. But you should make sure the daughter buys her father a gift for the holidays, so make sure you or her mother take her out and let her pick a gift.

I'm assuming that this is a random gift swap since that is how most holiday parties distribute gifts. Stay away from gag gifts. People may say they like them, but all these really do is collect dust in someone's attic. (Think about it, when it's their turn nobody ever elects to steal the whoopie cushion). Lottery tickets are also a terrible idea, because many people are against playing the lottery, and they may get stuck with the tickets. Boxed DVD sets are fun and you can often get good deals on them at Wal-Mart or Target, just look to see what they have on sale in the display rack. If you do this, try to stay more mainstream in your selection (Big Bang Theory, How I Met Your Mother, the Office) and stay away from shows with a "cult" following (Supernatural, Firefly, or anything anime-related). While these shows may be great, some people just won't appreciate getting them as a gift. Board games (Apples to Apples, Clue, etc.) are great too, because they can be played at the party after the gift swap. Gift baskets are good too - but assemble them yourself - you won't believe the markup supermarkets and retailers put on these baskets, and they usually contain off-brand items. Putting the basket together yourself allows you to have greater control over what goes into the basket and you'll often save some money.

No - you don't need to give her father a gift. If for some odd reason your fiance is giving him one just put your name on the tag. My 9 year old niece is into the Cheetah Girls, you could get a CD or see if they are even in concert near you and get tickets.

a stereo (with cassettes to record mixed tapes - I'm old school), a karaoke machine, CDs, movies, posters, a journal. A vanity for your bedroom is big stuff at that age, too. Of course she's too young for make-up but she can keep lotions and hairbrushes and other girly stuff on it.
I wouldn't worry about giving her father a gift, unless your fiancee wants to give a gift from the 2 of you. it really depends on the relationship though....

firstly, i would not give your fiances ex a present - that is not something you would really do.
secondly, have a look at her CD collection and get a CD based on what she likes. If you have no idea about that get a complimation album based on the latest hits, that would be good because there would be a selection of stuff - she must like some of it!

Give her a trinket bracelet. No need to give gift to her father.
