what do we do. of course its animal cruilty. but does 999 deal with that stuff?

If they (999) don't deal with that sort of thing, they should be able to refer you to someone who does. Whether it's a humane society, Animal Control, ASPCA (or whatever you have in the UK--sorry, I'm unfamiliar with your organizations). Although instead of calling an emergency number, you may want to just call the "normal" number.

I've never heard of 999 but if you call your local animal shelter or humane society and report them they will look into the abuse and if you or your sister see something like that happen again report and keep reporting and advise your neighbours to do the same. Animal abuse should not be tolerated!

Call whoever you have to, to get that lady taken care of. You can start with the police and they will direct you to the proper organization. You can try the humane society,etc. Do everything you can to get that poor dog away from that person. I've done my share of helping animals, like getting a puppy mill closed down, and I went to the congress people when I didn't get results from anyone else.
