US laws controlling foreign adoptions are uniform: they apply to all adoptions wherever the child is coming from. Of course, the child's home country will also have its own laws that you must comply with. In some of those countries you adopt the child under their laws first. In others, you are awarded some type of legal guardianship that permits you to take the child to the US to adopt it there. Some countries laws are easier to comply with than others. In any case, you must also apply for a US immigrant visa for the child.

International adoptions are very easy. There's far less paperwork involved. Just look at a degenerate like Madonna, she got a kid.
Of course, you'll need about $50,000 for the international adoption agency fees and the attorney fees.
