Of course!
I'm not sure if they are a bit tough for their little beaks, but a good way to handle this would be to cut them up into sections for them, or just open them up all the way. My greys love snowpeas...they slit them open and eat the pods.
They are an excellent source of Vitamin A, something parrots need a lot of.

yes they can, they also like corn cobs and apple
