The phrase is supposed to have originated in England in the 17th century when city streets were filthy and heavy rain would occasionally carry along dead animals.

The idea that seeing dead cats and dogs floating by in storms would cause people to coin this phrase is just about believable. People may not have actually thought the animals had come from the sky, but might have made up the phrase to suit the occasion.

it means its raining very badly
this originates from Britain. some centuries back, there were lots of street-dogs and -cats. when it rained very badly, they were drowned. so when the water receded, it seemed there were cats&dogs lying everywhere and it rained cats and dogs

An old English saying. It just means its raining really heavy.

I dont know when it first started though. My Grand-ma used to say it well over 25 years ago now.
