and when I press the win key + r it says:"This option has been cancelled to restriction to effect on this computer.Pls.contact ur administrator"
and for suggestion of "mikeschreibman" I followed it correctly but all is there except the "run".No one uses my PC but myself and I also dont know the Administrator stuff coz im not logging on as an Admin..im so stupid not knowing this things..but I own this PC.and i didnt change anything.

If you have XP look again. Right hand side bottom.

Typically, it's blocked, either by the Administrator account or "policies" set by an IT person.

If you do have access to make the change, try this:

-Click on the Start button
-Right click on a blank area of the Start menu, then choose Properties
-at the Taskbar and Start menu Properties screen, choose the tab: Start Menu
-press Customize
-at the Customize Start Menu, click the Advanced tab
-in the middle of the screen is a "Start menu items" scrolling list of options. Toward the bottom is a checkbox next to the words "Run command."

Check that box, click okay, and you're done!

try using the windows key and R key. if it is missing you can add it through the registry.

You can use the Group Policy editor (Gpedit.msc) under the following location to configure Start menu features:
User Configuration \ Administrative Templates \ Start Menu and Taskbar
Note: Except when noted, all of these registry settings are under the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
The registry entries are DWORD values. A value of 1 is enabled, and a value of 0 is disabled.

dont know how to create it.. but you can access it from task manager.. ifyou open task manager (right click on blue taskbar next to run and click taskmanager) you can then click file at the top and choose the new task option this will open the run dialog box..

UPDATE: Just learned something new.. if you hit the windows key and R together it opens the run dialog box...

here's a neat page that talks all about run:
