Technically they always had the right to vote - but were prevented from doing so by narrow interpretation of the constitution.
In both cases amendments were made to the constitution clarifying this (15th amendment guaranteeing that race was not a factor, and 19th guaranteeing that sex was not a factor).
Additionally another amendment was added dropping the voting age to 18 (26th amendment).
In your case, undocumented workers aren't citizens, so it's not just a matter of clarifying the existing statement which guarantees citizens the right to vote.
Instead you would need to add an amendment granting undocumented workers (non-citizens) the right to vote. In order to do that, you would need to convince the congress to propose the amendment, and then need 2/3 of the states to ratify it (vote for it).
That's a lot of people to convince.

Ok, here's the thing... you really should be a legal citizen of the united states in order to vote. Black people and women were legal citizens (albiet considered 2nd class) -- but still legal. I don't believe it is fair for a citizen of another country to influence American politics.
As sympathetic as I am to the plight of illegals, I truly believe that like Blacks, women, Native Americans, Gays & Lesbians, etc. who stood up to their country for their rights, Mexicans need to do the same in their country. If your government isn't taking care of you: providing decent healthcare, access to decent jobs, access to a good education and distributing the country's wealth in such a way that everyone benefits -- then you guys have to get up - stand up and fight for it. Every American who has been considered a 2nd class citizen in this country has always stood up to the United States government and said, "i'm mad as hell and I'm not going to take it anymore!" We had/have codified laws that state that all Americans should have equal rights -- and let me tell you, when we didn't have those rights people marched, had people spit on them, people were murdered -- everything. Americans fought for their rights. Mexicans must do the same in Mexico -- that is the only way you and your children will ever have anything. You must struggle today for the future of your children and grandchildren.

It is a federal crime for non-citizens to even attempt to vote.
It is a federal crime to aid and abet a non-citizen attempt to vote.
The 19th Amendment, ratified in 1920, gave women the right to vote.
The 14th Amendment, which gave citizenship all persons born in the US (intended to address freed slaves), presumably includes the citizen's right to vote.
The Voting Rights Act of 1965 put an end to discriminatory practices that denied african americans the right to vote.
