A really hot grill pan or skillet works well. Broiling is my second choice. Baking is just not a good way to cook a steak.

Do NOT bake! It will dry it out. Broil on each side for 8-12 min. depending on how you like it done.
But, if you have an iron skillet (it must be iron) heat up a couple of teaspoons of oil and brown it for about 5 min on each side. Then stick in your oven at 425 degrees for about 10 min (in the skillet). Browning it on each side will seal in the juices. This is the next best thing to grilling. The skillet gives it an awsome taste.

I would broil it in the broiler section which is uner the oven. It will come out similar to the grill but monitor closely as broiling cooks very fast.

I really wouldn't use either method.
Do you have a gill pan? If not go buy one, as once you start to use it, you will use it a lot.
It's great to use with steaks, fish, chicken, etc. It gives you grill marks just like the outdoor grill, and tastes better then baking or broiling.

Steaks should be grilled or fried. The heat depends on how well the person eating wants it cooked.
There is no safe minimum cooking time for steak; it can be eaten raw if you like.

Broil is always good. You can also pan fry a steak. Make sure the pan is good and hot and sear it up on both sides. Depending on how you prefer your steak rare etc. Pan fry is great - sprinkle garlic powder and black pepper on both sides - fry it up and you are good to go.

Broil it or pan fry it. Make sure the pan is hot before you start. Maybe you can set up grill on your porch...I have had to do that a few times.
