Mental handicap is a very wide spread notation
They can be someone who suffers from ADD/ADHD, MENTAL RETARTATION, SLOW LEARNING, DIABETIES. AUTISM.
There is such a vast range of mental handicap.

I would say mental retardation, which limits certain mental functioning. It is not 'one size fits all' either, meaning one persons
retardation is not the same as someone elses. There are very high
functioning people with mental retardation.

No. I had to have open coronary heart surgical operation to get mine so i discern I deserve it. via how, the dr has to fill out a variety which you will take to the dmv to get one. Lazy is barely a handicap in case you attempt to borrow somebody else's handicap sticky label.
