Following the Millenial Reign of Jesus Christ and the Great White Throne Judgement, at the time the new Heaven and Earth are revealed:

Revelation 21:4 And God will wipe away every tear from their eyes; there shall be no more death, nor sorrow, nor crying. There shall be no more pain, for the former things have passed away.”

I would say on the return of Christ in context with the verses below.

51Behold, I shew you a mystery; We shall not all sleep, but we shall all be changed,
52In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed.
53 For this corruptible must put on incorruption, and this mortal must put on immortality.
54 So when this corruptible shall have put on incorruption, and this mortal shall have put on immortality, then shall be brought to pass the saying that is written, Death is swallowed up in victory.
55 O death, where is thy sting? O grave, where is thy victory?

when you understand that this life is not all there is to life, and that when the time comes to die out of this material existence you will actually go on to another higher plane of existence where you will work and understand more and more of the allness and oneness of your Creator. Victory is knowing there is really no death, the death we experience is the death that mortal mind has manifested.

It already is because Christ defeated it by His Resurrection and although we die in the flesh, our soul will be with the Lord. that's why we say death has no victory over us. It's only a passage way to get to where we're going.

Initially, when Jesus rose from the dead.

Subsequently, every time someone dies and ends up in heaven instead of hell.

Finally, on the last day, when everybody gets brand new resurrection bodies.
