I don't see why not. You might have to add a bit more liquid to the mixture as whole wheat tends to absorb more water than all-purpose flour, but it is perfect substitute as long as you use half AP flour and half whole wheat.

Whole-wheat flour usually can be substituted for part or all of the all-purpose flour in most recipes. If a recipe calls for two cups flour, try one cup all-purpose and one cup whole-wheat. When completely substituting whole-wheat for white, use 7/8 cup whole-wheat for one cup of white flour.

Not cup for cup. I tried it, boy was that a mistake. I spoke with someone at Hodgson Mill. They suggest 1/2 cup of wheat to a cup of flour. This should work in any recipe.

if it is for baking bread you will have to buy wheat gluten at the health food store. 2 tablespoons per loaf
