This person you refer to may have repented. We cannot judge their walk with Christ. If this person has repented and is walking with Christ, they understand they are forgiven. We must forgive ourselves for our shortcomings to. Satan wants us to live in bondage, God does not want that. If God forgives us, we must forgive ourselves. If God forgives others, we must too forgive them. How will we know you may ask...you will know a man by his fruit. Thistles do not grow on apple trees and apples do not grow on thistles.

Forgiving yourself does not mean that you grant pardon to your own sin/s. It only means that after you said sorry to someone you offended and resolve not to do it again, then you START (as a way of being born again) going on with your life and unload yourself of the guilt if you believe you have already been forgiven.
In the case of our Lord. Repent is to say you are sincerely sorry and promise to correct your ways and then be born again to freshly start your life according to the way of the Lord. Religions have been using this phrase to invite you to join them if you want to be born again which actually is not necessarily the right message. You can stay where you are in your religion and just do what is right after you made an error in life and have repented.

Because if they don't believe in Jesus then they don't need to have Jesus' forgiveness. Pretty simple. Besides, forgiving yourself for your wrong doings is more satisfying then asking forgiveness from someone who has been dead 2000 years.

it did not say "Except you repent"
you need ot follow what is says
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
and to be born of water is to be baptized in Jesus Name
and of the Spirit is to receive the Gift of the Holy Ghost,
as it is written in Acts 2:38
Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
