Yes. There are a great many deceased presidents who were not buried on US soil.

None of the presidents of Israel have been buried on US soil when they died, for example; likewise for any deceased presidents of France or Mexico or many other countries.

In fact, you'll find that the majority of deceased presidents have been buried in their country of citizenship, and not in the United States.
