First, there isn't a draft in the US. Here's how the system is set up: upon reaching 18, you're suppose to register with the Selective Service. This can be done at the Post Office. When, and if, Congress ever created another draft, 18 and older males would be called for military service. There is also an upper age limit, or could be, and numerous other exceptions.

At present, there is no draft. If the President chooses, in a time of war, he can reinstate the draft, which means he can call people to serve the country. What happens, if the draft is reinstated, men, usually will be placed in a big pool and their number is drawn (ss# probably) and they are notified that they will have to serve. I say men because that is the way it was in WWI, WWII and Vietnam. We have not had a draft sense, so maybe women would be drafted as well, I do not know. Most likely, because we have a volunteer military, we won't need the draft anytime soon. I hope this helps.

There is no draft - nor any laws to implement one.

Nobody can tell you because Congress would have to pass a law creating a draft (thus creating the process and rules for a draft to work).

And the chances of that are zero.

The Government's Selective Service website has lots of great answers:
http://www.sss.gov/viet.htm.

I heard the director of the SSS say that it would almost be a certainty that if any draft were to occur in America, only 19 and 20 year olds would be called, based on a "random" drawing.

People sign up for the draft and are given numbers that are supposedly random.

Then again randomly the numbers come up and if it's your number you've been drafted.
