As the old saying goes, "judgement begins at the house of God."
I can't judge people outside the church because their lives are none of my business. They don't ask me for advice, and I have no jurisdiction to tell them what to do.
But for people inside the church, they are the ones who should "know better" so to speak and they should be held to a higher level. If the body of Christ cannot cleanse itself, how can it cleanse anyone else?

To get the meaning, you have to read the whole chapter. Even if you just add verse 11 to it, it makes more sense. What translation of the Bible are you using? For a cognizant meaning, I always go back to the King James. It says:
v 11 - But now I have written unto you not to keep company, if any man that is called a brother be a fornicator, or covetous, or an idolater, or a railer, or a drunkard, or an extortioner, with such an one no not to eat.
v 12 - For what have I to do to judge them also that are without? do not ye judge them that are within?
v 13 - But them that are without God judgeth. Therefore put away from among yourselves that wicked person.
Paul is warning of those who are "in the church" who are still wicked, and that those are to be "put away from yourself". Another example of salvation being an individual matter. He is telling them that until they themselves are without sin (which it tells us in multiple places that no man is without sin) they cannot judge others.

Well the thing is, man invented what I call "The Sin Scale" and man uses that to determine if a person is good or bad depending on whatever their actions or crimes might have been.
I think this is wrong as God is the judge. It isn't for us to judge other people, maybe we shouldn't even judge ourselves either.

It is the duty of a believer to fellowship and counsel with fellow believers. Judging inside the church in this case is refering to this duty. There is a phrase commonly used "Iron Sharpens Iron". I feel that if a brother or sister in Christ is doing something they shouldn't, a fellow brother or sister should bring it up to them and help them with it. This is not necessarily judgment, but counsel and fellowship. I would expect others to do the same for me.
Refering to "God will judge those outside", this is reminding believers that we are not to judge those that are not believers, God will do that. It is the believer's duty to witness to non-believers, and expose them to the Gospel so that they may be saved. We have no right to judge them.

Reading epistles should be like reading letters, you have to start from the very beginning and finish up to the end. That time, the corinthian christians were the advance christian in his times, they were prolific in their congregation, but there are problems that the church as ordinary church is encountering. These problems like, division in the church. The corinthian church are composed of Jews and gentiles. So you could put yourself to the author, as Saint Paul has so much headache with this group.

Paul is admonishing the brethren in Corinth regarding immorality that was happening inside the church.

This verse is speaking to those persons in the church who are closing their eyes to the corruption and sin within the church. Reminding them that we have been tol d before to go out and mingle with the world so that we can shine our light on them. But We the christians cant shine light if there is no light. First we need to take care our own sins and then bring to light those who claim to be christians who are not really. As things were of old so shall they be again.And so they are. The majority of people who claim to be Gods children are not. You shall know them by their fruits. When we understand that Gods children are not a spicific group of people who meet in a spicific building or that a person even darkens the door of a "church" building. For their are more who have no fellowship meeting than there are of those who are within these fellowship buildings. The children of God are those who have a real relationship with God and that you can see thier fruits simply by the lack of sin. Of course then we must detemine what really is sin? Sin is defined in the Bible as the breaking of the ten commandments. this is the true test for a person to know fellow believers. We all make mistakes, but if we are trying our best to follow Gods rules(the ten commandments) then we will develope a life of clean fruits.Just because someone goes to church does not make them chidren of God. No; those who are Gods true children are few in number and the judging is simply by seeing their fruits . We are not to judge as per say who is to enter the kingdom of God . ONly God can and will do that. If it were not for Gods mercy and forgiveness we would all be damned to an eternity without God. But instead as we see others who dont show the fruits who shamefully smear Gods name ,Yes we should confront that person if their part of our personal world. I believe it s not my job to run to and fro to all the local churches and point out their flaws and lies . but instead whereever God has put us there we can look around . are these people truly Gods ?do they try to show Gods character all the time? If not perhaps were in the wrong crowd . If it need be for example our own family. Are we living Gods love? Are we putting off our old nature and showing His love? If God shows us a person who may need guidance then we should spend time with them and we can in GOds love show them the light or if need be speak the truth in Love. But we are never to to think highly of ourselves for we are all sinners , some simply have asked for forgiveness and meant it and live it.

In vs. 12, the idea is that we have no right to apply the same standards to people who have not professed Christ as Savior..As believers we have enough on our plate without having to call unbelievers to task. That is not our obligation. Vs. 13, says to leave the unredeemed to Him. If the believer will not repent of obvious wrong doing, and we speak of scandalous sins, then that person must be disfellowshiped.
