Yes. Ask him out in a way which is as per your objectives. If you are interested in him for a short term one night stand relationship then seduce him! If interested in a long term then be with him. Be friends first. Once you guys get comfortable then you will have dates without even fixing it!!!

Hi Friend....I think it always feel great to be the one to be asked out. May be it's just he doesnt know that you like him. Express it in the nicest ways you can...leave a few hints and see what his reactions are...If he likes you as well, I am sure he will ask you out. If nothing works ..and if you feel that he is just shy...then may be you should ask him out! Good luck friend!
