Best thing to start with is good food...go to your local pet store and pick up some premium kitten chow not your regular animal by-products junk. Regular brushing helps as well as coat conditioners you can just spray on (if your kitty will let you).
Be careful feeding your cat things or putting things on their coats. ie: raw eggs - can carry salmonella or adding oil to their food could cause diarrhea. Consult your vet befor giving your kitty anything other then their normal cat chow.
If your that concerned take him to the vet to make sure hes healthy.

Just like with people it is what you put IN the kitten that will affect the appearance of its outer coat. So there is nothing to make it shiny and moist except quality food. If you feed your kitten grocery store food or Science Diet it is not receiving the best quality food.
Try brands such as Natural Balance, Eagle Pack, Solid Gold, Felidae, Chicken Soup for the Cat Lover's Soul, Innova Evo etc.
Many people are happy with Nutro and though it is not one of best foods they report their cats look good and do well on it.

quality food will help (not grocery store or Wal Mart food) NUTRO natural choice (although not a top food - does have a guarantee to improve skin and coat)
regular grooming will improve the health of the skin and coat and therefor make it shiney
good health - a cat with worms or other medical problems will have a dull coat.. make sure your kitten has seen a vet...
kittens with fluffy coats wont have a shiney coat untill they are a bit older and their fur is less crazy anyhow

A cat's coat is a good indicator of their overall health. The thing that I have noticed makes the biggest difference in my cat's coat is their diet. I don't feed them "generic" brands of cat food. Contact Purina.com for great advice and coupons for free food for your cat. It also helps to have the vet check your cat, because a dull, listless coat in some breeds can mean they are very ill.

Feed it a good quality kitten food.
Smooth him or her down, lots ... apart from it being fun, it will help distribute the natural oils along its coat.
Has she or he been wormed recently? Sometimes the presence of worms can affect a kittens coat. I'm sure that your vet will be happy to advise you when you take your kitten along for its first vaccinations.

switch to a higher quality kitten food. Give him a tuna treat or sardines. My cat had the same thing, so I would give him tuna from a can or a sardine from a can once a week and the oils in the tuns and sardines gave him a beautiful coat!
But I also give my cat baths (yes he loves them!) and I use conditioner for dogs and have cut back on the tuna and sardines as they are high in fat.

get a very good kitted food like science diet hairball control(with a long haired cat you are going to need this) and once or twice a week mix a teaspoon of sciencediet canned kitten food into their food. they will think that they are getting a treat and it makes their hair really shiny. DO NOT ONLY FEED CANNED FOOD it is bad for their teeth.
