If we're talking about random hairs that have fallen into the suitcase, I'd say he's just cleaning. He has a reason to open the bag and the hair is just there by accident - he's just cleaning it out for them. So what if he "throws them away" in a box in his bedroom at home?

Sure, it's weird, but seriously, stealing? I don't think so.

It IS stealing. And it could be that the District Attorney is also running amuck! The question this poses in my mind is- the person missing the hair- is this a person dealing with cancer? If so, the man needs to return the hair or pay for a replacement AND apologize to his victim.

Like individual strands of hair?
I suppose this would technically be stealing, but also a mark a deeply disturbed individual. My guess is that this charge was tacked on to others laid at the same time. Could be the airport authority wanted this person fired for other reasons (like being creepy) and this charge was the tool.

Taking something that isn't yours, is stealing -- regardless of the value of the item taken.
