Their cultural background and values are very different from ours. I imagine you'd have a hard time getting physical with a fundamentalist Muslim from the middle east, too. Or a girl from mainland China.
Upbringing and your cultural mentality has a powerful way of coloring how you see things. Ours does too, we just do see it.

Culture plays a big role in how anyone reacts in social situations and in relationships.
If you are trying to approach a girl who is very shy - respect her and her culture. Read up on it and ask questions.

They do not want to get STDs, or get pregnent or get in trouble or because someone will not marry them, or want to get kicked out of their house or be shameful in front of indian people.
