Ich liebe Dich mit meinem ganzen Herzen.

Sie is the formal "you", Dich is the informal. if you were going to just tell someone you love them, you would more likely use Dich. If you wanted to use Sie, it would change the verb to lieben...so

Ich lieben Sie mit meinem ganzen Herzen.

there are many free online translators on the web just google it and find one also some romance and love websites will tell you how to say " i love you " in many different languages, i would love to list one of my fav's for you but last time i did, Yahoo!Answers told me I was spamming people, sorry!
