Look into the MARC train, (Maryland train). You can get from BWI to Union Station for cheap, it is safe, and you don't have to deal with the hassle of the traffic. A bus or taxi will take forever if you are at the wrong time of day. I have gone out of BWI a few times and sent friends/family on MARC and they loved it compared to driving or taxi/shuttles. It is cheap too. I think the last time I took the train it was $9.00

The B-30 bus costs $2.10 (with transfer to Metro) and takes you from the lower level of BWI to the Greenbelt Metro station. Once you arrive at Greenbelt - you can take Metro anywhere you wish to go if you're going to National or Dulles or places in Northern VA. I don't know where the other poster came up with $6.05 fare.
Alternatively, you could take a shuttle to the Amtrak station and take Amtrak to Union Station like the other poster suggests - only problem is that MARC doesn't run during the day - only for AM and PM rush hours. Amtrak costs a lot more than $9 to go from BWI Airport to Union Station.

go to craigslist and post that you want/need a ride from baltimore to dc. it's possible you'll find someone that you can carpool with for either free or a small amount of $ or in exchange for something else.
