My stepbrother married a US citizen (supposedly out of love!!!). He wants a green card but he has had quite a few civil judgments held against him, essentially for ripping people off. Will this prevent him from getting permenant residency. In case you can't tell from my tone I don't like at all. I am a US citizen, and in my opinion if he is here ripping people off and lying then he doesn't deserve any of the privileges that a green card will give him. He should be doing that in his own country.

It might be held against him. he will only know when he goes to the interview.

He may be able to receive Permanent Residency if he is truthful about the judgements against him when filing. An FBI background check is done for all persons applying for adjustment of status, so failing to disclose that information would most likely result in a denial.

However, he may not qualify for citizenship if its proven that he is lacking in "good moral character".

Not knowing the legal system on immigration and infraction of the law i could not say but my suggestion is to call the i.n.s. in his behalf and ask questions they would be the ones to give you the answers!
