My mother is trying to have my cousin's (born and raised in South Africa) both under 18. to come and visist in December, but they do not have visa's. So how can we convince the ambassy to grant the visa's for them to come in December when their schools are closed?

They need to have COMPELLING evidence that they will go back to their country of origin and leave the US. Compelling evidence can include work (so proof of employment), school (school records and ID).

I suggest they start to contact the US embassy in their country. In some countries like the Philippines, you have to call to set up and appointment for interview, which can be as long as 4 months from the time you call (and yes, when you call, you pay for the call in dollars). I am not sure what the procedure for applying for US visa in your country but check it out including the amount they need to pay per person.

If the US Consul is as strict as they are in the Philippines, they need to be able to articulate well their reasons for going and provide supporting evidence that they will leave the US.

It is HARD to get tourist visa, especially if you have relations in the US because the immigration officials think that you already have someone who will support you even if you become an illegal immigrant.

Apply for the visa and tell the truth about why you want them to come etc. You will most likely get the visas but you have left it very late to get them by December.

sounds like this should have been planned/thought out a bit better, and far sooner than now. Why did your mother wait so long before pursuing this.
Doing things the proper way takes time, so it may not happen in the time frame you're hoping for.

If they were her sons or mother and father, it might be easier. They have to apply for a visa for tourists. Don't worry, it's not hard.
