for example if theres dry blood on a surface and you acccidntally touch it and then put your hands in youre pcoket etc can it cause an infection??

Not from touching ur clothes, there's nothing to infect. I wouldn't recommend sticking ur fingers in ur mouth or up ur nose after touching any bodily fluid whether it's dried or not.

no, dried blood has nothing in it living, it cannot cause infection. But, often you can see a dried crust and there is still moist blood under it, so it is always best to wear gloves when dealing with bodily liquids.
as for putting your hands in your pockets, well, you may infect your pocket, but nothing else and that will be gone when you launder your pants.
Yet another good reason to be vigilant about washing your hands.
