Yes, First Aide should be discussed during Girl Scouting or Boy Scouting.

Discussing first aid in scouting is very appropriate! You do not mention if this for boys or girls, but either way it is good for all to know. I remember when I was a girl scout, many moons ago, there was a badge for learning first aid techniques.

Not sure what you're asking, but I do know that First Aide is a required merit badge in boy scouts and in most quality troops techniques are reviewed at least yearly (at scout camp, frequently). The teaching and requirements are generally of a very good quality. If I knew a young man had earned his Eagle honorably, I would trust him to do first aide on me.
