Toy breeds or dogs under 40 lbs are usually full grown by the time they're 1 yr. Larger dogs take up to 2 yrs for their skeletal structure to reach maturity, then sometimes another year to fill out to their full adult size. Some toy breeds aren't going to grow any larger than what they're at when they're 9 mos old.

Depending on the breed it takes from 1 1/2 years to 2 1/2 years. Larger breeds take longer because of their larger bone structure.

It depends on the breed. Many large doge are not mature until three. An average is 2, but some are mature before then.
