I am not sure in what way your boss is a bully but I had a boss who would criticize and get on to people in front of the whole workplace. She did it to me one day. I simply took her aside and spoke openly and honestly about what she was doing and she no longer does it. She explained that she just had not realized she was doing it and she apologized.

since I found HR doesn't normally care, find a new job. That's what I had to do on more than one occasion.

Also, never work for someone when during the interview she says people tell her she's mean and she'll be your boss.

Don't snap and go off on him.

If you are unionized, get the union involved asap.

Other than that go through hr.

Keep a private notebook where you write down everything that happens. No one sees it but you.

Start thinking about looking for another job if you can't transfer.

depends, if it is a big company he/she may move to a new job, but if small company, best to find a new job

Secretly look for a different job then up and leave him/her high and dry when you find it.
