It's what the witches say as they're making the incantations. I don't know the Act / Scene etc, but you could look it up (Fair is foul, and foul is fair; hover through the fog, and filthy air...")

They are referring to themselves. Being evil, they call the Good, foul or ugly. And, they being ugly old hags, say "we are considered "foul", but, we are "fair" to ourselves and our own kind". They hate the Good, and what is truly beautiful...
