No, it is illegal for them to do so. And I believe they can get a pretty severe fine and would most likely be fired for such an act.

In the U.S. the rule is they're not supposed to use their sirens unless they need to get to a critical patient or they're transporting a critical patient to the hospital. In reality, I wouldn't be surprised if an ambulance driver broke that rule, but around here it's rare to hear an ambulance with sirens going (usually they just have the flashing lights on, which means "move aside" but the ambulance is not allowed to go against the lights).

my parents own an ambulance service
they cannot use their sirens unless they are trying to get to a scene or getting someone to the hospital...although it's left up to them to decide what is an emergency en route to the hospital.
interesting side note: if there is a heart patient on board, most drivers will only use lights so as not to stress the patient with the siren.
