ok i insure a 660cc quad bike on the road for £107 a year,
i also insure a bmw 520 for £433 a year,
if i remove my bmw roof and replace the steering WHEEL for HANDLEBARS does it become a quad also ?.

No.

There are two EC classifications for quadricycles - Light Quadricycles (up to 4kW) and Heavy Quadricycles (up to 20kW and 450kg).
Anything above that is a Car, a Light Commercial Vehicle or an Agricultural Vehicle.

The difference in insurance costs will be governed by:
- The performance of the vehicles
- Their desirability for theft
- Their cost to repair after a minor accident
- Their cost to replace if written off
- The likelyhood / size of other possible claims (e.g. third party damage, or passenger injuries).

The quad is less expensive, less desirable, probably slower, can't carry 4 passengers, and will cause less damage to anything it hits.
