Well, as a girl, I think it is because she feels some kind of shame. Maybe she does likes you, and for some reason she feels afraid to accept it. I recommend you to talk to her seriously, cause, when a person does not talk to you looking directly to your eyes, it can be for 2 reasons, 1 she is lying, or 2 she is not a person to trust.

She feels bad having done this to you. She did not want to hurt you but she had to: it was the best way to lay the cards on the table, and it's not easy for her either.

I wouldn't say it is any sign. It is just that females feel guiltly. They don't like to hurt someones feelings.
