Did the pup recently receive any shots? That sometimes can cause it, although it is more likely caused by something in the puppies environment. If you can't figure out what it is and if it seems to be bothering her then you might want to give your vet a call.
My golden retriever used to get a weird circular dark ring on her belly when she was about 3 months old...but it went away on its own.

A lot of pups will get skin irritations. You didn't say how often you bath your dog, or if it has all of its shots. If you don't have all of its shots then you need to have them done. If this is not a problem then you may want to get a shampoo with aloe and green tea in it. This will sooth the skin and heal also. There are several different products you can get for this problem. You may want to buy a cream for hot spots. I would always lean toward an all natural product, because if not, it may burn the skin and cause worse irritations than there already is. If there any opened wounds you need to put baby powder on them. My vet recommended this for my St. Bernard when he had a rach around his neck from his coller.

HE may have developed an allergy to something- but since he is so young it might not cause reactions when he is older. maybe grass, or something he got into in the house. I would try giving him like half of a Benadryl dose for now, then take him in for a quick visit to your VET>
