Do they have to be tested after a few years and new things come into play?

What country are you in? There are a number of different criteria in different countries. This is to say nothing about different states or provinces. There are provisions where the work is inspected. If it fails in a major way, then there can be some repercussions.

As a craftsman, an electrician comes under fire everytime he does a job. His work is scrutinized whenever he works, whatever he does. When he starts screwing up the word spreads fast and the jobs stop coming in or his boss hears about it fast. As for legal evaluations, I know of none in our area of the States, the Midwest but there are so many local laws that there very well could be something to this affect.
