Refund from office sweep if horse is scratched?

Yes--tickets are refunded if the horse is scratched b4 the beginning of the race!

If the horse starts the race and is pulled out-then No refund!

Sometimes I guess it depends on the track. There have been places where I was able to change my ticket before a race. There have been other times where they just changed the scratched horse with the favorite at post time.
