Why do some energy saving bulbs come on immediately whereas others take ages to 'warm up'. Which are which?

The ones that take 1 minute or so to "warm up" are an older design, which is still widely sold (especially in those "relatively cheap" packs of 3.
Newer designs come on almost instantly, and are now entering the market slowly (after stores got rid of their stock piles of previous technology).
