Your PC is infected with adware. That pop up wants you to buy something that is useless. You need to scan your PC with these to get rid of it
All of these are ones that I personally use and all are free.

Spybot - Search & Destroy detects and removes spyware, a relatively new kind of threat not yet covered by common anti-virus applications. Spyware silently tracks your surfing behaviour to create a marketing profile for you that is transmitted without your knowledge to the compilers and sold to advertising companies. If you see new toolbars in your Internet Explorer that you haven't intentionally installed, if your browser crashes inexplicably, or if your home page has been "hijacked" (or changed without your knowledge), your computer is most probably infected with spyware. Even if you don't see the symptoms, your computer may be infected, because more and more spyware is emerging. Spybot-S&D is free, so there's no harm giving it a try to see if something has invaded your computer.

I started getting the same mesaages after I removed Nortons virus protection after they started charging for updates I have insatlled a program called Pop up stopper free edition you can get it by typing the name into google. You get a quick flash as the nuisance is stopped but it is better than puting up with it also if a second page does not load when on Email just click on the task bar white hand and popupstopper allows it thru.

Proceed to Control Panels, Security Center, and then open the Internet Options. You will some dialogue boxes. One of them will contain settings to block pop-ups. If you come across a cursor that reads from medium to high, raise the cursor to max. That means your cookies or unwanted pop-ups will be blocked.
