I know that´s badly worded, but you get the idea. I saw an episode of CSI yesterday that had a blurred picture in a mirror, and they focused it so it became a perfect picture. Is it really possible?

Nope. There is no software (not Photoshop or anything else) that can pull details out of a low-res image, or re-focus after the fact. The 'enhance' button is a Hollywood effect.

Hello...

Agencies would not use Photoshop so I'm not sure why there is such a focus on that as the answer.

Although 'picture perfect' is a little 'over the top' police agencies DO have very powerful video and photo enhancement software available to them. The TRULY state of the art would be government 'secrets' and info is not going to be readily available....Commercially available systems include Visar.

One such system is VISAR (Quote: NASA is offering companies the opportunity to license its much sought
after video image stabilization and registration (VISAR) technology. Originally developed for the FBI during the 1996 Atlanta Olympics bombing investigation,
VISAR will enable homeowners, law enforcement, and others to dramatically enhance videotape sequences on desktop computers.)

Once the video is stabilized you can enhance it with programs such as those from thole.nl and i to i.

You can sharpen a little out of focus photo and make it a perfect picture. But if the blur is bad enough that you cannot make out who's in the picture to begin with, there's no way you can "re-focused" it so it becomes a perfect picture. The information are simply not there for you to put anything together. (You can't make something out of nothing). Whatever you saw on TV are simply "Hollywood effect".

Absolutely! That's my favorite part of the show, when they do that. I just recently saw an episode where they took a picture of an abused girl and zoomed in on her eye to the point where they were able to see the reflection in her eye that showed a porthole which led them to the suspect! It was so cool. In real life they may not be able to get it perfectly clear like they do{that's Hollywood magic!} but they can zoom and make it a little clearer Technology is amazing, isn't it?.

I work on pictures for my family history. I have been able to clear most pictures but I have had a few that I'm not able to do a whole lot to. I have Photo plus 4 program and it does a great job. It's an old program. Adobe has a new program that does wonders but I can't afford it. I'm an amateur. A pro could probably do that.

I heard them actually use the word "Unsharp Mask" and this exists in Photoshop, but as I saw what they did, I thought, "MAN, I gotta get me some o' that stuff." It looks to me like they actually start with a very sharp picture and then pixelate it on purpose so they can go backwards and look like they are working miracles on the show.

It can be done but only to some point. In Photoshop you can un-blur image file but if the resolution is too small it wont atke any effect. However, it can not be done as perfectly as you have seen them doing it on CSI :)
