There are a few different ways to induce mangoes to flower.

One is spraying a solution of Potassium Nitrate on the leaves of the plant. A solution of morphactin also works.

Traditional ways to induce flowering include girdling and burning the grasses/leaves under the trees. Pruning, applying salt to the ground and exposing roots are other methods that have been used.

Mangoes flower naturally after dry Autumn months.

You can't make anything produce flowers...especially mangos...those used to be flowers, but now they're fruit. Unless you're talking about the mango tree...but you still can't make them flower...just have to wait.
