It takes A LOT to have a child taken from you. So, my advise to you would be to take a picture of this child if he leaves a mark on her. Carry a tape recorder and tape your conversation about him hurting her. Once you have some evidence, go to the police. Or if you're there when it's happening, you can at least be witnesses and call the police.
Otherwise, if you call CPS, they'll investigate, which you can do anonymously. But they'll go out. Ask a few questions and that'll be it. They call before they go over. If they have a nice house, they don't even consider the possibility that she could be abused. Trust me. I've turned in my sister in law and it did me no good.
If there is no physical evidence of abuse, such as bruising, cuts, scratches, etc. You have nothing. My sister in law wasn't feeding her multi-handicapped daughter. She was basically neglecting her. Not feeding or changing her actually. But they never bothered to check to see if she had lost any weight. Never bothered to see if she had any open areas where she was always wet from being in a wet diaper. They don't bother with that stuff. And if they live in a nice house, where it's kept up, it's clean and in good shape. They don't stay long. They ask a few questions and away they go.
Just get some physical evidence of this and turn it in. It's the best you can do. Good luck and sorry to hear about this.

This is a tough one. First of all, you don't want your niece to end up in Foster Care, so please be careful. Obviously your sister in law has major issues. Any woman with half a brain would never tolerate that. If this guy is slapping a little girl, imagine what else he's capable of. I would make sure I was a BIG part of this girls life, and do whatever I could to support her. I wish I could give you better advice but it's hard not knowing all the details and the laws in your country. Best of luck, and don't let this little girl down. At least she has someone to stick up for her. :)
