I would re-state it. You don't want any misunderstanding. I would say something like this:

Dear Mr. Smith:

Thank you for your letter regarding the change of time and place of our November 1 meeting. I look forward to meeting with you again at your office at 3:00 p.m. If there is anything I need to bring, please feel free to call me at (222) 222-2222.

Sincerely,
(your full name)

Or some such...

I don't think it is necessary, but it wouldn't hurt if you want to.
