cc refers to cubic centimeters. There are 1000 ccs in 1 litre, so a 700 cc bike has a cylinder volume of 0.7 L. The larger the total cylinder volume typically the more power that can be produced by the engine. A 2 cycle engine can produce far more power from a far smaller engine than a 4 cycle engine. As well, differences in fuel make up, valving etc can also effect the power delivered by the engine.

cc is the amount of "power" that the bike can put out. I know that isn't very detailed but that is all i know.
