A blood relative is someone you are related to; for example, a brother or sister (you have the same parents); a cousin, you have the same grandparents), etc. So it can be from your (birth) mother's or father's side.
As to Islam, I do not know their rules.
It is not recommended by physicians to marry blood relations, because then there are many problems: birth defects, and other genetic anomalies.

blood relations are anyone that's related to you by blood. this includes your father, your mother, your siblings, anyone on your father's side or your mother's side, all of your cousins, your son, your daughter, everyone that you're related to.
i'm not islamic, but it's recommended by everyone to not marry blood relations. because if you have kids by them, then the kids are more likely to have birth defects because the genetics between you and your blood relation that you married are too similar.
marrying 1st cousins and closer relatives is outlawed in the u.s. for this very same reason.

Your mother, father, sisters, brothers, aunts, uncles, grandmother and grandfather anyone who is related to you is a blood relative.
I wouldn't recommend a blood relationship to anyone anyways after all you could have children born with three eyes if you had a baby with them. Just kidding but the child could be very deformed and besides that there is a name for that. It is called Incest.

Both. You are related you both of your parents, both of their families are your blood relatives. Lets say that your mother has a brother and he marries someone from outside the family. This woman is not considered your blood relative. However, when she and your uncle have children they will be blood relatives because you will have the same grandparents.
