No, even though some cops have used them and they've been busted and sent to rehab. As for the second person who answered, there is a way to "do" drugs without actually taking it. It's one of those classified information that the authorities do not want to divulge for obvious reasons.

Undercover cops CAN come up to you and offer you drugs. It's called a "reverse drug op" and is usually well organized beforehand, and doesn't include a random undercover cop just walking up and offering you drugs. They target high drug areas to destroy the drug customers, and subsequently you will end up with an intent charge. This could be entrapement if you are put in a unique situation where there is compelling evidence that you had no intent to buy drugs, but felt coerced into it. One example would be a guy walking through an alley and being approached by a couple of thugs (undercover cops) carrying bats that said "hey, it's $50 for an ounce, pay up". There are less extreme examples, but that would be entrapment if he bought them because he felt threatened not too. And no, an undercover police officer never has to identify himself if you are not in custody and under interrogation by that same officer. I'm going to modify my answer on the issue of whether or not they can approach you and offer you vice just stand by and see if you ask them to an issue of the state you are in. I don't know the technicality of every states micro-legal details.

I think you mean "should" they, because of course anybody CAN use drugs. I'm certain most people use drugs, ie prescription and over the counter.
So, I suspect you might actually be asking if undercover police ought to use illegal drugs. The answer to this is: No. Now, if you ask DO undercover cops use illegal drugs, the answer is: I'm sure some do.

No - Not in Oregon at least. There are many excuses to give that are plausible reason why they don't use. Personal safety/health isn't jeopardized just to bust a few scumbag dealers.

Why don't you ask the guy you buy drugs from? We know who you are. You don't know us. Would you like to get to know us? We never answer a question like you just posed. So, carry on.

If it is a MUST to keep their identity a secret it is allowed, But misuse of that statement can result in the same charges that a criminal would have agianst him.
