Q) Are the petitioners allowed to execute warrants against the accused?

A) The Court executes Warrants. In the case of a SUBPOENA to appear in Court, it can be served by anyone.

Q) Can they go their way to defame the accused when the legal proceedings are still pending in court?

A) Short answer to that is NO. If you feel you are being "DEFAMED" by your accusor, you should file a cross-complaint to that effect.

A) Consult with an Attorney and file the necessary harassment motions in Court.

summons are given when you miss paying for a traffic ticket. summons are issued for crimes that you committed. did you miss a court date in the first place? the warrant always comes after a law is broken. not before hand. if the case is ongoing=it makes no sense that a warrant would be issued for the offense that is still pending.

Warrants could be assailed by filing a petition in court quashing the warrants based on eivdence that these were requested on false information.
