As an enlisted sailor, how do I get a SECNAV nomination to attend USNA?

I already checked the eligibility requirements to get into USNA, I just want to know the procedures of getting nominated by the Secretary of the Navy and other factors that would build up my chances of being nominated.

Submit a special request chit up the chain if the CCC gives you any kinda run around. Simple as that.
