Well this all depends. The shiny side of the aluminum foil will reflect the heat and if I am thinking correctly with this it will reflect heat back onto the cookie, which results in a faster cooking time but if you face it dull side up then you will have same or more cooking time from what the recipe calls for.

I find it odd that my teacher was just saying something about dull and shiny pans today in class and then I see this question.

Dull side up on the cookie sheet with prevent the food that you are baking from sticking to the pan or foil.

I always use parchment paper. Works good for the bottom of cakes, too.
Otherwise I would use the nonstick foil, and that is used dull side up.

doesent matter better to put the foil on the oven rack, to prevent bottom of cookies from burning.

it doesnt matter. if you are planning on serving the food straight from the oven, then the shinny side up. this will make the presentation look better.
