ok this is a weird question. you know how to click Start and then Run? well, "Run" is no longer there.. how would i put it back?

Press START and RIGHT click on the TOP of the box. Select Classic.

Run command is missing from the Start menu.
+ Right-click the Taskbar and select Properties.
+ Select Start Menu.
+ Click on Customize.
+ Click on Advanced.
+ Look for a check box for Run command in the option window. Check the box.

Right Click on your start button. Select Properties. Customize > Advanced. Look down to find the run command and check it.

All Programs --> Accessories --> right click Command Prompt and choose "Pin to Start Menu"

erm, that i wouldn't know, but if you really need to use it, then you can bring up the task manager (ctrl+alt+delete), then on it press file, and you should be able to use run there
