I don't know the ideal age to start. Oscar started like 7 as did many great fighter. Some fighters like Jermaine Taylor started in teenage years. If you start too young there is a good chance you will be burnt out.

As far a 21 if you were a very gifted athlete you can still be good even pro. To be a world class boxer at 21 is a very late start.

I started in 8th grade and still found many kids my age with much more experience. The good news is after getting your butt kicked by more experienced guys your fighting will get much better if you keep on trying.

Many great boxers like in Mexico started to wear gloves at a very young age of 8 and in continuous discipline and achieved what they had like Chavez, Morales & Barrera. At your age of 21, don't lose hope as long you have determination and at least potentials (ofcourse the strentgth). Championship in pro is not impossible.

I started at 25...yeah, you probably cant be a pro boxer, but you can definately get in some amateur fights....the age division is 18-30, so you are in the beginning of that. You have time for a solid amateur career.

I am 30 and I recently started. Don't get discouraged by the fact that there are going to be many young fighters who are faster, more skilled, and have more experience.
