Did you know that some vets do not charge for the initial consultation? You can find a list of vets through yellowpages.com, or do a google search for vets in your area. Try calling them and tell them that you are a new patient. Ask if there is a new patient discount.
Your kitty may be gravely ill, or she may have a minor ailment such as worms. She needs to be checked out.
As for the bad fleas, try a product called Frontline Plus. It kills flea eggs and adults within 2 hrs of application, and you can get a 3-4 pack for about $40. One month, one application is about $16- again, you can get this at petsmart.com or your local vet.
I used this on a stray kitty I recently found, and within 2 days, she was no longer itchy nor scratchy.

Hopefully you can find a good hearted vet's office that will let you make payments, for minor charges.
However you come up with the money, please take the cat for a first check up at a vet's. However, if you are going to continually have money issues, and believe me we all have at one point, make sure you can afford the responsibility of a pet. Check out getting pet insurance - while it's mostly for severe problems/hospitalization, you may be thankful you did.
If you plan on keeping the cat in the house full time, your expenses will be much less. If you allow this to be an outdoor pet, your problems and costs are just beginning. Cats get into fights, dirt, pests, get chased by dogs, poisoned by pesticides etc...and this is just the accidental stuff. There are some cruel people out there. I had one neighbor feeding a nice stray, for years, then one day a neighbor across the street from her, who hates cats, just decide to call animal control and all the outdoors cats were gone in one day. Heartbreaking if you care for your pets.

Calypso is right on. We recently moved to another town, and our new vet doesn't charge for intitial visits (even on each animal). To date, we've had three different animals go there (once for each), and we have yet to be charged for the visit itself. We've paid for medications and the like, but that's usually pretty cheap.
If you don't have the money to take the kitten to the vet, perhaps you should consider relinquishing her to a humane shelter that can provide her with proper health care, and a new, loving home. Or you could just call around to find low-cost vet options. A lot of humane shelters will help out with the cost or provide services at a discounted rate in order to help people keep their pets AND keep them healthy.

Call your local human society. Tell them you found a sick stray kitten, you want to care for it, but have no money for the vet. They will usually help you. They find it better to pay for vet fees than having to pay for vet and basic care too. Also check with vets around the area. Some will help with initial visits if you adopt or pick up a stray. Call vet and ask if they will let u make small pmts. Get rid of those fleas! Go to a petsmart/ petsupermarket ask about vet clinics they often have and any medications they can recommend But get rid of fleas they could be caz of many problems.

I sounds like she has an infection and needs antibiotics right away. She also needs flea treatment which is best if you get it from the vet. If you dont have any money its probably not good idea to have a pet.

Get a wet warm rag and gently clean her; be sure and towel dry her so she don't take a cold.call the vet 'maybe he can give you some information about the fleas. I DON;T THINK YOU can use flea shampoo on one that young.'keep her warm 'and lots of soft kitten food' .good luck'
