Well, don't get too concerned. This is not a life-or-death situation, and all children get to this learning situation some day, be it with braces, going out, cars, etc. At least this is easy to handle.
Simply have the braces removed and accept your losses for now, with the understanding that should she wish to have retreatment in the future, then it will be up to her to foot the bill. Don't waste anybody's time or expense any further, and don't be forced into a compromise result by her behaviour. Spend the saved money on yourself and spouse on a nice holiday away and forget about it.
One day she'll want them straightened up for some reason or another, and she will have learned some degree of understanding and responsibility.

Check with the dentist to see what he recommends. But I'm curious about why she won't wear them. Doesn't she want her teeth straightened? Does she understand why she needs to wear them? Has she seen some before and after pictures of snarly smiles before braces and sexy smiles after?
It sounds as though this is something a little deeper than just the braces. Is she in the habit of refusing to do things you ask her to do?
If she won't listen to you, take her back to the dentist and let him read her the riot act. Either that, or forget about the braces altogether and when she is an adult (and can pay for them herself) she can put up with going through the process then. It's longer, because adult teeth don't move as easily as children's teeth, but many adults are doing it because they never had the chance to get it done when they were kids.

I had braces for three-and-a-half years because I wouldn't wear my rubberbands and I regret it. I can assume she doesn't like having braces; just remind her that all she is doing is slowing down the process of straightening her teeth. Now, since I didn't wear mine I still have problems with my bite.

Well, start being a mother. Tell her she's going to wear the bands because you want her to, for whatever reason/s. Parents need to start taking control of their childrens lives. Dont let you child control you. Tell her what needs to be done or she'll, HONESTLY, be grounded or scolded by whatever means you deem necessary. Tell her it wont be fun.

Explain to her that her bite is getting thrown out of wack and the rubberbands help to have a proper bite. If she doesn't want to actively participate jerk the braces off.

i had braces and was supposed to wear rubberbands...but i didnt...im currently going to school for dentistry/orthodontics and i can honestly tell you that rubberbands serve one purpose: to either pull top teeth down or bottom teeth up...so if you or your daughter feel the teeth show out of the gums far enough...then i see no problem in not wearing rubberbands

we both know you cannot be on top of your child every waking moment,however, you need to talk to her and stress the importance of her corporation with the braces. i would get her orthodontist involved if need be. the elastics are used to correct her bite, the longer she goes without them, the longer she stays in treatment. stress this to her. she really is not progressing with her treatment and it is wasting your time and money. for some reason, braces are the new trend with kids. kids are begging their parents to get them. maybe she wants to "be cool". i would talk to her orthodontist and see if there is any advise he can give you. good luck

Kinda makes you wonder who the parent is here...
I'd make her start paying for them- take it out of her allowance, her paycheck, whatever.. Let her see how much it's costing you and then maybe she'll start caring once it's her own money being thrown away..
